We got a memo from Ebsco saying that the title Documents to the People has
changed to DTTP quarterly.

The bib record (OCLC #2683281) says that the original title was DTTP :
Documents to the People. The title on the 2 issues I have in hand (Vol.27,
no.1-2) is DTTP : a quarterly journal of government information practice
and perspective. I don't have any previous issues in hand.  The ISSN is
still 0091-2085. Numbering is continuous.

Is this really a title change, or just a change in the subtitle? Does it
require a new record?
