Subject: 2 frequencies

Hello,
        I have the first issue (1995) of a serial. Below the caption it
says: The quarterly journal of the..., but in the subscription information
area , the frequency is given as semi-annual. A call to the organization
confirms that the publishing pattern has been twice a year; with one year
seeing only 1 issue published.
        My inclination is to indicate the frequency as twice a year not
quarterly, with a note indicating the frequency according to the subtitle on
the first issue. Does this sound like a reasonable approach?
