TECHNICAL SERVICES MANAGER

The Topeka and Shawnee County Public Library is seeking applications for a
dynamic, energetic, and creative TECHNICAL SERVICES MANAGER.

Topeka, the Capitol City of Kansas, is located on I-70 linking Kansas City
(70 miles east), the University of Kansas-Lawrence (20 miles east), Washburn
University-Topeka, and Kansas State University-Manhattan (50 miles west).
Topeka has a stable economy and very good housing at affordable costs.

The Topeka & Shawnee County Public Library is composed of a Main Library and
3 Bookmobile Libraries serving a population of 160,000. The 1999 approved
operating budget is over $6 million. Currently, the Library is in a $23
million building expansion program. Internationally known architect Michael
Graves designed the 100,000 square foot addition and renovation of the
existing 68,000 square feet. Completion date is scheduled for 2002. The
overall materials budget is over $1 million.

The Technical Services Manager reports to the Deputy Director for Operations
and serves on the Management Council that meets weekly with the Executive
Director. Essential job functions include:

    a.. annually review collection development plan, evaluate collections
and establish goals

    b.. analyze collections and supervise the development and maintenance of
library collections

    c.. plan, organize and direct collection development including
acquisitions, cataloging and processing

    d.. formulate and oversee implementation and management of Division
goals, procedures, programs and projects

    e.. oversee day-to-day operation of the Division including interviewing
applicants, training, scheduling, evaluating and problem solving

    f.. submit annual budget request to correlate with collection
development plan and special projects

    g.. plan and implement the allocation of material selection funds

    h.. monitor annual materials budget to ensure purchasing timeline

    i.. conduct regular meetings with selectors and oversee negotiations for
vendor services and contracts

    j.. supervise the expenditure of state aid and grant funds designated
for library materials

    k.. assist in the development of a "Collection Development Training
Module" for selectors

REQUIRED/DESIRED QUALIFICATIONS:

    a.. Masters of Library Science degree from an ALA accredited college or
university

    b.. minimum of three years progressively responsible administrative
experience working with materials selection and development in public
libraries

    c.. ability to communicate effectively, work cooperatively with
colleagues/patrons and possess a strong service orientation

    d.. working knowledge of library technology, combined with good
analytical and organizational skills

Salary range $32,050-$48,418. Excellent benefits, including BCBS
health/dental at no cost to employee ($50/mo for family plan), retirement
and cafeteria plan, with 22 days vacation and 12 days sick leave.
