Uhh, no, he couldn’t. Congress explicitly passed a law banning that. Had he done so anyway, he would have been subject to impeachment.

This is the difference between “Rule of Law” (in the US) and “Rule of Man”, which is the guiding legal principle of a feudal state like the 3I. Now if you want to continue to argue that the 3I couldn’t REALLY be a feudal state, you’re entirely welcome to continue, but canon says it is.

There are ways to "shut it down" without actually shutting it down.  Regardless, it could be argued that Obama did far worse that should have/could have led to impeachment but didn't.  Over the past few years, the word, the threat generated by the word, has lost much of its punch.
