I have seen fuel use calculated based on non combat situations.
a) do not count screens or weapons
b) do not charge for comm systems
c) do not include masking, jamming, active sensors,  etc
d) either pro rate your power plant output to the actual power normslly used out of combat or buy two plants -> one for lower draw always used systems and one for combat/alert states to meet added demand and only store fuel for a fraction of overall endurance as most of the time you will not be in combat or at high alert

I think Joe Fugate had examples of some builds using some tricks like these in some Challenge issues.
