Another possibility is that they did know Traveller, took a good look at
bits of the canon that someone else had pulled out of their
arse/favorite old SF novel without modification or further
consideration, and decided that it made *No Effing Sense* in the greater
context of the 3I setting.  Which, I note, is something we do here on
the list all the time.
