That could be one possible way it could play out if it is important enough and cheap enough to build the larger defensive vessels. It may be that the corollary is that a 5K or 50K ship is much more expensive in that sort of setting and maybe the jump limits would make monitors (non jump larger vessels) good for defense, but in the real world, we don't bother because there are few large regional or global wars and most of the places we fight are in 3rd party territory (proxy wars, foreign wars). We also don't bother because it would cost us too much to protect every place that you might jump to. It's cheaper to have a mobile offensive/defensive fleet than to build heavy fleet assets at every place you could get attacked. That's true today and still would be.

If you stuck with the LBBs, you probably can't build those massive ships anyway. The tech just isn't there in those settings.
