Some tears back, someone on the TML posted a link to a website where one of the top guys at DGP was interviewed, as I recall, circa 2000-2003,
He said that they had planned for the Core Expeditions to have contacted The Primordials (precursors to The Ancients) introduced, I believe, in the 'Knightfall' adv.
He said that they would be a very strongly psionic race & that the Zho's would react badly to their aggressive probes leading to the mangled Zho fleets mentioned in various TNS dispatches in 'Challenge'. I don't recall an explanation for The 'Wave but I do believe that it was mentioned.

'Opening up' the 3I for adventuring really never did make any sense as there was already every possibility anyone could want in the OTU up to that point.
I still just can't imagine what they were really thinking.

Yes, though I liked later New Era (vs. Star Viking Raiders), I can see what they were trying to do (albeit the tone was darker in TNE).

The thing about TNE and the Rebellion from a gaming perspective is: If you were in for THAT sort of game, there were LOTS of material and options. But with the setting in the state it was in, a lot of traditional modes (wandering merchants, travelling rich guys, safari hunters, etc) were just not feasible anymore. They created a few deep wells to game in, at the expense of losing the diversity of options you had in the more stable setting.

And I've never understood what the Empress Wave was supposed to bring to the game (or the Core Expeditions).

While we can debate how and if Dulinor might have managed to succeed in
his attempted coup, remember that GDW always intended this outcome.  His
failure to consolidate power was a means to the end of breaking up the
"stagnant" Imperium, in theory creating more opportunities for "adventure".
