I can confirm that Windows 3.11 does, indeed, run on DOSbox but am having trouble downloading the Navigator files from Freelance Traveller to test if they work properly.

These are available from Freelance Traveller (linked from

Windows 3.1 reportedly runs on DOSBox, it is at least conceivable that one could get them working.
