Just read another I need to recall the name of where an SF unit was gutted on a high stakes mission. The war ended, but they were a mess. Senior govt planners realized they had other traumatized units too so wanted a solution to reintegration.

Govt assigned SF assigned w colonists to really nasty unexplored planet which was an understatement. Losses were high but soldiers and colonists bonded. Gave soldiers contacts and respect and purpose beyond war, gave civs notion od soldiers horrors and sacrifices. An expensive success in view of gov't planners.

You could do Scout/Mil/Colonist campaign w this theme.

You are correct that the Government assigned the survivors of an unit as a security detail for civilians involuntarily tapped as colonist as a means of a way to show the civilians the sacrifice the soldiers are making for their protection. The administrator and assistant administrator are both part of the government and know another reason for setting up the colony.
