Traveller Navigator, by Planet 3 Software, was a set of five "enhanced"
Windows 3.1 Help Files, each of which included pre-Rebellion and New Era
data for a complete sector, including clickable subsector maps, general
library data, and ship specifications. They only worked on systems that
would support 16-bit Windows DLLs, which meant that only 32-bit Windows XP
or earlier was supported (64-bit Windows XP supposedly supported 16-bit
software, but in practice, getting it to run involved a 32-bit 'Virtual
Machine'). Sectors released were Spinward Marches, Deneb, Reft, Diaspora
and Old Expanses.

These are available from Freelance Traveller (linked from

Windows 3.1 reportedly runs on DOSBox, it is at least conceivable that one
could get them working.
