A lot of virtual machine software can be set up with virtual floppies. Win 3.1 floppies can be made into the virtual images needed to boot them using a USB floppy drive and a couple of tricks.

If anything, the trick is that my current computer, like most of its
ilk, doesn't have a floppy drive.
