I would think that, the majority of the IW Imperium was run by Vilani.
Then the Terrans won some battles and took over. But you look at what they took over - the area they controlled was *small* compared to the size of the ZS.
The vast bulk of population was NOT ever occupied. And the Terrans could not have managed the Imperium without all those Vilani civil servants from the ZS being integrated (including in the occupied areas).
I suspect the Terrans did like all new leaders to a government did - put some 'PR items' into place to show how much things had changed and how the people back home could see that we'd beaten the dastardly Vilani.
Then, they got on with governing and trying not to lose track of a combined polity which was MUCH larger than they were used to managing and had all sorts of their own power blocks which had not just been existing for a few hundred or even a thousand years, but far more than that. So their internal politics, sector by sector, would be far more byzantine than even the Terrans.

And when they declared a combined polity, it was like the English King sitting on the Scottish throne - sure, there were differences, but for the most part, things in Scotland carried on. There were some stiff measures to destroy Scots culture, but as far as how nobles worked, the English established some holdings for the English nobility, but Scots nobility cooperated and got holdings in Northern England. That's the same way the French and English came to a peace - English had lands on the continent and I know for quite a while French was the Scottish court's language (though that may have been later).

I doubt that the 1st Imperium looked much like a Terran vision except in the few points they spent all their limited focus to make happen. In every other respect, it would still have been Vilani and would have to have been with so much of the Imperium's populace at that time being actual Vilani or thinking of themselves as Vilani. (real world: Conquered peoples that Rome decided not to screw over were glad enough to join a potent polity (even if it took some persuading with an Army or two) and they ended up in some cases feeling pretty close to Rome - I suspect the same was true of Vilani further from Vland but who still were part of the ZS. They'd still feel like they were part of that larger polity and had adopted a lot of the Vilani ways of doing governance (or anything else as the Vilani seem to be culturally bureaucratic).

So my view is in fact that, despite Terra winning the war, governing more or less immediately picked up where it left off. It had new letterhead, but process and people were more or less the same in most places.

In my experience w/i the TU (here & elsewhere) that term usually indicates the 1I & the period of vilani development preceding it.

However, you seem to be referring to the 3I also & perhaps other eras too?

The OP can answer for what was meant here, but my understanding generally is that out in the Spinward Marches of 3I we mostly have 'generic' humans but if you go into the core regions, a certain percentage, I forget what, are likely to be Vilani.  More or less pure.

So in my Second Scions' Adventure set in Core sector, one of the six PCs was specifically Vilani.

Am I getting that wrong?

No, you are correct but I am referring more to the question of government behavior.

I've always thought that 3I gov behavior, while bearing some similarities, esp in Vland sector, has always been quite distinguishable from pre-IW-collapse Vilani.

But the way I was reading it, the text seemed to imply that the 3I gov behavior was included w/i the phrase "the Vilani".
