What part of the question was "space opera"?  If you're saying a neutron star is going to pass through the system and the people are embarking on building some sort of escape vessel *now*, then chances are traveling at sublight speeds it will probably not be far enough away to make a difference.

If they had several hundred years lead time, this would be different, but if it's a "Life here will end in 20 years" sort of thing, then you're hosed.  Hell, even if it was 50 years you're probably still hosed.
