In the British peerage, it applies to all ranks, but is used most commonly by Barons ( https://en.wikipedia.org/wiki/Lord#Peerage ). I've always used the British Empire as a rough model for the Imperium, so that seems as good a guess as any. I don't recall any clarification on this in published Traveller material.

Does anyone know what the title 'Lord' indicates at Imperial level?  (I appreciate that on individual planets the title might be applied all over the shop - including religious figures).  I have some vague recollection of it indicating a Count but can't find the reference.  Does it 'mean' something definite, or can it be a variety of things, or is there no formal / definite meaning?
