Goodness me the number of Amber Zones in Core Sector has increased under the T5 second survey over at travellermap.com!

Anyone know why? [1]

One would have thought that Amber Zones in a sector this established and near the centre would reduce rather than increase.

(Other sectors may have increased as well, I've not checked.  I just happen to be working on something in Core sector for which I have an old map.)

[1] Well, alright, I can see from the T5 core rules (p.496 of the 5.00 and p.410 of 5.09) that Amber Zones are applied as 'specials' - so why so many?  Who/how decided?

Oh, and while I'm looking at it, it seems odd that the division between 'Puzzle' and 'Dangerous' Amber Zones is based purely on population.  Surely you could reasonably have non-dangerous Puzzles at lower populations than 7 and Dangerous - but not overly 'puzzling' worlds with higher populations - but the inhabitants have learned to deal with the situation whatever it is.  (I'm thinking anything from Gethen (Left Hand of Darkness) to Harrison's Deathworld - though that latter might qualify as a Puzzle *and* Dangerous).
