Or have the ship be a sunken starship (spy ship?), the "Evil Firm" the Imperium, the "investor" Imperial Navy Intelligence. The PCs are freelancers sent in to *quietly* recover the MacGuffin but they have to scrounge up a local mid-tech submersible and local crew for same to maintain their cover.
