Plot Hook: A pocket empire just outside the Imperial border wants to screw with the Imperium without actually being all that threatening. So they decide to re-design their currency to look *almost* exactly like Imperial currency. Through third party cutouts, the Imperium hires the PCs to change their minds . . . or do they? Perhaps the real patrons are certain leaders of the pocket empire, who want to stage an incident "proving" Imperial aggression against their state in order to manipulate native politics, yet without risking serious conflict.

Years & years ago on one of the old UseNet newsgroups, someone posted about deciding to use a $2US bill he had been carrying around in his wallet for years. The young clerk refused it outright but the guy insisted & the clerk finally called security. The "old codger" sec-guard showed up & asked what was wrong. The clerk showed him the bill & they guard looked at it & asked again. When they clerk blurted out, "It's for $2!", the guard just stared at him like he was crazy!

I’ve had cashiers give older bills a lot of scrutiny; one
younger one looked at an old-school $20 and called her line
manager over to confirm it was real. 8-0

That was a point I realized I was
 old…

Well, in the specific case of US currency, there's a bit
of a general problem because all dollar bills printed at all
times are deemed valid currency - at least in theory -

because they look strange, good counterfeits might be
 accepted because they don't.
