Imperial 'best practice' is likely to include things that make it easy
for the boats, especially ones battle tender sized, to fit into Imperial
fleet structures. I think a fair number of worlds would choose to not
match those to make swiping their defences in 'emergencies' less attractive.

Also, the right to arrange one's system defences how one sees fit is
likely to be a right that systems cling to, and assert by not toeing the
Imperial line. "If the Imperium wants compliant SDB forces, the Imperium
can pay for it with the taxes they levy from us."
