...that doesn't hesitate to intervene in a world's governance where it
perceives a problem. Nor does it hesitate to intervene in non-member
worlds to achieve a local government it finds more comfortable as a
client state and eventual member state.

What qualities does such a local government have? What would its general
policies be? What sort of structure?

Would the Imperial Scouts actually interdict a world to allow it to
develop on its own, or would their role change to principally
intelligence, including evaluation of the potential utility of a local
society?

What sort of intervention in local wars would such an Imperium engage
in? Would it prefer balkanized worlds, always at a simmer, so that the
world could never become a regional dominant, or would it prefer a
unified world, with a submissive government?
