Given the inherent random variability of jump, I suspect that the odds
of making this work are vanishingly small.

Clever plan, just that, as you sort of point out, you've got 4.25
seconds from 100D to earth at C.  Which means if you don't come out
exactly where/when calculated, you will go zipping along out of the
system without doing much but racking up traffic tickets.
