Some guys I know would just say;
"You wanta' mess with me/us? Well, COME ON DOWN!"
And then things would rapidly go downhill from there.
(note: If you subscribe to the 'Rebellion' timeline, the vargrs committed a number of atrocities when they took Corridor Sector, not to forget that the aslan actually nuked Aki, in the 'Marches, to 'pacify' an uprising)
I, myself, prefer the 'Hand of God' solution. The Ancients, or those guys that came before them, left 'artifacts' to prevent that, dontcha' know? Well maybe not the predecessors as the ancients did a real number on a whole lot of systems in that, how long was it, 10,000(?) year, galaxy-wide war of theirs.
