Two options for a Visio-like program, both free  (as in beer and as in source :-)

Dia which is very much a Visio clone <http://sourceforge.net/projects/dia-installer/> I use this a fair bit, like it.

Also LibreOffice has a nice Draw component, which is quite Visio-like. <https://www.libreoffice.org>

Also someone else mentioned Inkscape, which is an excellent substitute for Illustrator; that’s quite nice as well.
