In fact, according to the CT LBB 'Solomani Rim' neither the 2nd or 3rd Imperium actually reached much farther rimward than just beyond Terra.
There *were* plans to expand further rimward after Terra (Old Earth Union) was annexed but that ended w/ the onset of the 1st Frontier War & the ensuing Civil War/2nd FW.
