In addition to the other comments you've received on this thread, this
assumption of yours implies the possibility of a warship (or maybe more
than one) insystem that, having recently been completed by the
starport's shipyard, is preparing for or undergoing acceptance trials
for the navy that ordered it.

Such a vessel, even though not combat-ready, may well be ordered into
action.  A real-life example was _HMS Prince of Wales_ at the battle of
Denmark Strait.
