Hmmmm, I, myself, wouldn't have thought that there would be a unit, much less a reserve one, dedicated to 'peacekeeping' but who knows?
However, the "P is for psionics" idea is definitely intriguing.

 existed through the 5th Frontier war.

 I hope the above helps with the era portion and
 I'm still working on the "PKF".
