Rule 1.01.01:  You do not talk about Bureaucracy Club, without first
submitting a completed Form 47/a, "Request for Discussion", with
attached proof of identity and documentation of current membership in
good standing, as well as a Cr5 processing fee, to your local chapter
office for authorization.
