I'm sure there's an obvious answer to this question, but I can't find it!

How "long" is a Passage? Is it just one Jump, or a complete end-to-end ticket?

Here's a concrete example. I'm looking at a map of the Spinward Marches.
I'm at Lanth/Lanth, and I want to travel to Regina/Regina. The most direct
route is 3 Jumps - Lanth -> Ghandhi -> Dinomn -> Regina (and there are lots
of more circuitous routes, but I'm ignoring them). So my question is, is this
one "Passage" or three? (I'm asking this in the context of a TAS membership,
but I don't think it really matters.)

I can see issues with either answer. Myself, I tend towards making it an end-to-end
ticket, with a restriction that Passages are not normally issued for planets more
than one sub-sector away in any cardinal direction (so Lanth->Regina is one Passage,
but Lunion->Regina and Lanth->Jewell would both be two).

Thoughts? Any canon information?
