The values appear to be correct.

TL-12 bays, both 50 and 100 ton, have a higher factor than TL-11, so need more missiles because the factor per missile is the same (see turrets).

TL-13 bays have the same factor as TL-12 but TL-13+ has a technology jump (the TL Modifier +1 for turret weapons) so you need fewer TL-13 missiles per bay.

TL-14/15 then increase factor compared to TL-13 and need more launchers.
