Aspose makes a (free) Save-as-ePUB extension for Microsoft Word (only);
I have that. However, Word isn't "there" as a document layout program,
despite having made a LOT of headway in the past few versions (Word 97
had no real page-layout capabilities; Word 2000 had rudimentary
capabilities, Word 2002 had better, and it's continued in fits and
starts since then - Word 2010 is about where Publisher 2.0 was).

I've had OpenOffice since before Oracle decided to screw up the project;
it's done the job for any OpenDocs sent to me for Freelance Traveller.
On the basis of the comment above, I downloaded LibreOffice, and tried
opening up the Publisher file for the September issue. It opens in Draw,
which does /not/ have the Save-as-ePUB option (it seems to be for
Writer, only), and additionally misses some of MSPub's features so that
while the result isn't the kind of hairball that converting the PDF to
ePUB with Calibre is, it'd basically mean redoing the whole layout. If
Save As/Export to ePUB ever comes to Draw, it will be worth watching to
see if Publisher support gets to the point where it's a serious
replacement /for/ Publisher. But, right now, it's not quite ready for
prime time.
