Well, it's not _no_ Chirpers; it's "less than 10%" - these codes (C#
[Chirpers], D# [Droyne], and in some sources V# [Vargr]) represented
_approximations_, and should be considered rounded to the nearest 10%.
Depending on the 'rounding' rule you use, C0 could be either "less than
10%", or specifically "less than 5%".
