Even if it's not a good idea fora planetary government to detain
someone, there may be local areas where the prevailing sentiment even
among law enforcement is anti-feudal -- analogous to UK republican
anti-monarchical sentiment.

While on Traveller worlds with instantaneous comms most anti-feudalists
would realise any detention would end up being of short duration and
only of PR (aka "time to make our point again") value, things could be
much more interesting on low tech worlds. In either case, committed
individuals could be willing to sacrifice careers, their own lives, or
even communities to make their point.
