I think that DIY is one of those skills where the controlling stat and equipment required varies by level.

DIY 3: doesn't exist, take level 1 in a real craft skill
DIY 2: DEX*, requires a screwdriver and hex key
DIY 1: STR**, requires a hammer
DIY 0: SOC***, requires debit/credit card
DIY -1: INT****, requires fully equipped workshop

* DM+1 whilst faking a Swedish accent .
** DM+1 whilst faking a Birmingham (UK) accent.
*** aka "shopping", failing the SOC check  means either buying cheap rubbish or overpriced rubbish, a higher SOC just raises the bar on the definition of "overpriced".
**** passing the INT check doesn't mean success, it just increases the collateral damage.
