I disagree.  In Traveller, there really is nothing new with regards to
the technology in use.  Tech level 15 has been around for centuries, or
longer, and the other tech levels are common and stratified to the point
where there's really no difference between a Tech 10 widget from the
Imperium and a Tech 10 widget that does the same exact thing from the
Sword Worlds, Zho, Vargr, Aslan, or other major group.

I see Traveller technology as not really technology race, but rather an
clever configuration and use race.  Who can use what's there the most
effective and creatively to gain an edge over someone who has pretty
much the exact same thing.
