For civilian non-starships, that's probably going to be true for
pretty much every manned mission.  Fuel costs in Traveller are
negligible.  Maintenance for most craft in most rule sets seems to be
on the order of 1% of purchase price per year -- probably similar to
capital costs.  Without the expense of jump drives (and associated
constraints), the running costs of spacecraft in Traveller will
probably be dominated by crew.
