Yes, it's a randomised mini-game preceding the real game.  I'm not a
fan of those.

As a referee, I prefer to work with the players so that they can play
the characters they prefer.  I really only put on my "Ref" hat if
those aren't going to work with the setting or other players'
characters.  In which case I say so, not plop rules down that just
mean they have to keep killing characters in creation until they do
get what they want whether it works or not.
