	This was a change made by the T5 Second Survey review team. Don McKinney (now
passed) and Marc made a number of changes to the UWPs across the Charted space.
Changes like altering world sizes so you didn't have tiny rockballs with
atmospheres. And to fix other things like having a Starport A with a population
of 5.

	One of the interesting things about running the Traveller Trade Map program is
finding the worlds where the Starport Authority port management required more
employees than there were people on the world. (if you are interested the list

	You could go back to some of the earlier explanations about how there were tens
of thousands of people working at the port, but were not considered "citizens",
just transient workers on long term contracts. Until someone decided to
reclassify them as permanent population. Which would make for a really
interesting piece of Imperial politics.
