Making kickbacks to a crooked ISSS survey crew for reclassifying the world, a crew of con men (or the ISSS crew themselves!) are using the reclassification to obtain development grants and loans to ‘upgrade’ facilities, etc.

Or it’s all a scheme to take down a wealthy criminal who killed one of their own. Cue the Joplin soundtrack :-)
