The daily run ration was a half-pint, and mixed with a quart of water,
so 4:1 water:rum for the original. The water was from casks and was
probably rather awful, so mixing rum in was to make it drinkable (prior
to rum beer or wine was used, but rum is more portable and doesn't
itself go off). As sailors used to hoard the rum and drink lots and once
and get drunk, it became policy to issue it mixed with water so it
wouldn't keep.

According to wikipedia, RN rum was 54.6% alcohol, so the original grog
was ~10.9% alcohol by volume.
