Look at the way the Louisiana Purchase and seward's purchase of
Alaska were received by the public. *Especially* "Seward's Folly".

Spending money to *directly* purchase land/territories is often seen
as a waste.

But if you take land as "reparations" after a war, that's just fine.

doesn't make sense, but then we are dealing with gut responses from
the public, not reasoned decisions.
