Well, given that in 99% of the Imperium any indigenous sapients had already been through that rodeo with the First Imperium, there probably weren’t enough left to actually make a 3I policy.

Now an interesting, and afaik, unexplored era of canon would be the 2nd Imperium, the ‘Ramshackle Empire’, when many Vilani-supressed cultures boiled back into prominence as the first Imperium fell.

This would help explain the rapid demise of the 2I, as well, since newly independent states would be very unlikely to submit to any unification.
