I believe that 'Grand Fleet' was the 1st edition pub by ???, while Mongoose pub a 2nd ed titled 'Sector Fleet'.

It covers the CT era of the TU, but, it wasn't actually published during the 'real-world' time that CT was the official ver of Traveller.

And  that can lead to discrepancies.
