At risk of repeating/rehashing what has already been said, your question
is somewhat ambiguous.

Assuming an "empty" hex means one without an active star, what counts as
"jumping into an empty hex"?

Dropping out of Jump more than a hundred diameters clear of _anything_
that casts a Jump shadow?
Or, dropping out of Jump at the 100D limit of a sufficiently massive
object (rogue gas giant/comet/rockball/brown dwarf/etc) somewhere _in_
said hex?

The Terrans took the second approach to build their refuelling depots to
support Starleaper One's epic flight, so I'm presuming the first one
applies.

In which case, I'll have to echo other responses - 100D is the _minimum_
distance - if the ship reaches 100D, it _will_ be turfed out of Jump if
it hasn't already emerged.

For sake of taking this up to 11 - what's Sagittarius A*'s 100D?  Thats
4.154 +/- 0.014 million solar masses of black hole, in case you're
wondering.

Does a sufficiently large artificial structure (such as a deep space
station with one dimension exceeding 800 m) or ship (such as TCS
_Barham_ of Parental Advisory fame, being 1600m long, or HIMS
_Executor_, being 17,600 m long) generate a jump shadow?

Going back to your question:
I handled this by focusing on the effects, rather than the causes.  Yes,
I dodged your question - players didn't seem overly bothered.

As Parental Advisory was set in the early IW, it was known that misjumps
into deep space were possible (such as the Goofy Holler - 27 pc misjump,
emerging into an empty hex).  _Deliberate_ deep space jumps were not
known to be possible.
